Written in 1899, this is the petition of the John W. Foster Law Club of Indiana University to the Phi Delta Phi Legal Fraternity for a charter membership into the organization. The following year marked the establishment of Phi Delta Phi at Indiana University.

Although it unknown how the library obtained this petition, it is believed that it belonged to alumnus, Cornelius Marcellus Smith, as his name is inscribed on the flyleaf of the document. Smith was a junior in the law school at the time the petition was created and graduated in 1901. According to the 1901 Arbutus Yearbook, he was also a member of the Glee Club and on the editorial staff of the Daily Student.
