Gwen Gregory practiced law for about five years in Colorado before moving to Washington where after a stint with the Food and Drug Administration, she worked at the Department of Health, Education, and Welfare (HEW) and the Office for Civil Rights. She was at HEW when Title IX was passed. Although not involved in the passage of Title IX, HEW was tasked with writing a regulation for the newly enacted law, for which Ms. Gregory was instrumental.
